Abstract :In article the new paradigm of effective industrial development of the Kyrgyz Republic which is based on technological, but not branch approach is considered. Theoretical justification of this paradigm is based on the revealed regularity of effective industrialization of national economies in HH-m a century: a key factor of rapid development of industrial production in the lagging behind economies is the system of fast loan of high technologies at Multinational Corporation of the developed countries. According to authors, realization of mutually beneficial cooperation with Multinational Corporation of the developed countries is possible only through carrying out effective state industrial policy. The structure of the state industrial policy has to include the following obligatory sections: state strategic planning; national concentration of means and resources; highly effective work in ECE; coordination with the international economic organizations; mutually beneficial cooperation with Multinational Corporation of the developed countries.
